Yup. If the Suns #14 moves into top 3, the Wolves. #13 moves back to 14 voiding the top 13 protection.
They'd have top 3 pick + 14, 17, and 28.

He is right. There are only 14 ping pong balls numbered 1-14. They pull four digit combos that correspond to the lottery teams.
