Why is throwing the ball off a player as you fall out of bounds legal?

I've always wondered this. Why are you allowed to just beam a player with a basketball if you are falling out of bounds. If you did that during regular play, it would be an automatic tech, probably even an ejection.

Because it can be interpreted as an attempt to keep the ball from going out of bounds.

I'd argue it should be done more. why waste a timeout when trapped in a corner or near line? throw it off their legs and restart

Because you're not being pressured or in imminent threat of a sack.

Stupid because you are used to seeing it. Doesn't mean the play shouldn't be illegal. It's a danger to players.

The same reason you throw the ball anywhere near another player to avoid a sack (without getting intentional grounding, at least)... You obviously didn't mean for them to catch it, but you wanted to avoid the sack and get rid of the ball.

Why isn't a field goal dead when the holder catches it with his knee on the ground?
On a fake he can take the snap with his knee on the ground, stand up and run or pass.
