Based on dominating your peers.

As Katie Ledecky just passed Phelps for most individual golds at world championships.

Phelps
Ledecky

Who are the other two? Male or female

Add Jenny Thompson to Ledecky for the winner and you have your mountain.

Spitz has gotta be on there.

Ledecky hasn’t lost an 800m race in 13 years, when she was 13 years old. Which is ABSURD. She’d also have another gold or two if they had 1500m swim for women before the most recent Olympics.

Honestly not sure who you’d put as that 4th person. Jenny Thompson makes sense from a World Championship perspective, but I don’t think she has a single individual gold medal.

Phelps
Ledecky
Spitz

I know 2 guys who swam on gold medal olympic relay teams, one with Phelps and one with Spitz.

I knew people would say Spitz but that's only 3.

So there is no concensus?

From an accomplishment standpoint, Thorpe or Lochte are as good as anyone besides the top 3

Caeleb Dressel had a shot after 2019 and Tokyo but he’s barely swimming these days.

If he can come back into form for Paris, then he is one to watch.

Rowdy Gaines could have made it if we didn't boycott the 1980 Olympics. He was in his prime and was the best swimmer in the world in numerous events. He got robbed of his Spitz moment, as did several other athletes. Add in the fact that he has been the commentator voice for TV swimming for a long time.

Ryan Lochte is kind of a punk but you have to feel for the guy on some level. He won 12 Olympic medals (6 gold) plus 65 medals at the World Championships (39 gold) along with setting numerous world records in multiple events and strokes. If Phelps had never been born we would have crowned this guy the GOAT and he could have basked in that glow. But instead his career completely overlapped with Phelps and he acted out because he was in the shadows.

Maybe throw Janet Evans in there. Multiple Olympic gold medals.

Johnny Weissmuller or maybe Matt Biondi

I think that hurts her, but a couple of her individual Olympic losses had legitimate doping controversies surrounding her competitors.

He only does breaststroke but Adam Peaty is possibly the most dominant of a single event of all time
