Because Brees didn't have Dez Bryant, Murray, or the Dallas oline on his team. Romo was very efficient last year and has always been a very good QB. Brees has shown himself to be an elite QB for some time now.
His sack % last year was godly

I still have to give Brees the benefit of the doubt over Romo based on career However, I do think they are extremely similar QBs. If you swap which teams they were on for their careers it would be interesting. I think Romo would have done very well with the Saints and Sean P

not saying brees wasn't/isn't amazing, but just because he's proven that he's elite for some time now doesn't mean he's still elite (top 5).

I think last year was one of his best years athletically. The offensive line is my biggest concern. I'm not worried about Brees at all.
He showed last year that he's still godly when protected and made some absurd plays (and mistakes) when under pressure. We can take pressure from the outside, but he had games where he was getting immediate interior pressure. The Bucs game was pathetic with McCoy getting to him barely touched
