5. Chris Weinke, FSU
4. Charlie Ward, FSU
3. Peyton Manning, TENN
2. Danny Wuerffel, UF
1. Tommie Frazier, NEB

Without doing too much thinking or research I'd say it looks good, although I'd switch ward and Peyton. Maybe even put weinke ahead of manning since weinke has 2 things Peyton doesn't.

Ryan Leaf probably deserves at least some consideration. Washington State has always been a dreadful program but he got them to the Rose Bowl and they were right there in that game to the end against a better Michigan team. There was a reason for all the Leaf vs Manning discussion going into the 1998 draft.

Doesn't deserve to be mentioned ahead of any of the guys listed. Maybe someone could make an argument for a Ty detmer or the dude that was qb at Houston, now on ESPN (can't believe his name escapes me)

Andre Ware is who you're talking about and his last year at Houston was 1989.

Mike Vick as a freshman in '99 single-handedly dragging that Va-Tech squad to the Nat'l Title game was probably the most incredible non-Tommie Frazier thing I saw in CFB in the '90s. Just awesome.

He doesn't deserve to be listed above any on that list based on that one year alone, but I figured he deserved a mention. I remember going to school the day after the championship game and that was all we could talk about even though they lost.

Shane Matthews won a lot of games in the early 90's for Florida.

But I guess that pick he tossed to Antonio Langham in the first SEC Championship Game sticks out more.

I like your top 4, but Wienke didn't play as a Freshman and his Heisman year wasn't in the 90s. So the two years he had in the 1990s, would put him behind Detmer, Leaf, Torretta, and Kerry Collins

Wazzu wasn't always dreadful before Leaf. They were before Bledsoe who was a better QB.

Plus their Defense was great.

The 86 Miami team was as good IMO

Vinny, Blades, Highsmith, Bratton, Irvin, etc

The 2005 USC offense was as good also.
