Did you even watch the replay? Hartline's only arm movements consisted of chopping Jones hands off his chest. He never extended his arms. Pac-Man just slipped. It wasn't that hard to see.

Isn't that the definition of what the NFL is trying to stop?
Glad they didn't call it though, awful rule especially in that situation. Receiver jumped so high and it's impossible to judge his falling down + how much he will duck his head all while you are lining up to dislodge the ball and make a play
But being consistent they should've called that
ETA: I bet if he catches it he would've gotten the call
