Its not about whether they can its whether the should. New York has 3 NFL teams, Florida has 3 teams and Texas has 2. Why does California deserves 4?

These aren't as credible a threat as L.A. IMO, an NFL franchise in a foreign country is still an unproven experiment.

Yeah I'm of the opinion that the NFL will never actually move to L.A., just threaten it. It's much more valuable that way

comes up with the public financing for the Stadium

Why does Stan Kroenke, who is worth over $6 billion dollars, need public financing for a stadium?

The Raiders and the NFL are also expected to huddle this week as part of the process on Oakland's proposed stadium.

Sure is a lot of movement in Oakland over the last few weeks on their stadium proposal (last month they signed on Alameda County which was a big step with both the city and county now on board). I would bet the Raiders get a new stadium in Oakland, the proposed $800 million 60K seat smaller one.

My question is: if a NFL team moves to L.A., what will the NFL use to scare and manipulate cities and states into building new stadiums?

St. Louis, Jacksonville, San Diego, Oakland and San Antonio can always threaten to build a stadium and take a team.
