Second time they have done it his season. Pretty bush imo, they know their bullpen is horseshite so they try and protect it as much as possible

Umps have no say over it till a pitch is thrown

This. It happened earlier this year as well when the Nats postponed a game against the Orioles after it stopped raining.

The Chicago cubs cancelled a game earlier this year vs. the brewers because of rain. It never rained a drop and the sun was shining. Karma hit them yesterday and the Brewers poured the runs on them.
