Homerism is alive and well in this post.
Oregon didn't win a Rose bowl for almost 100 years... Just look at Oregon's history.
I always look forward to your posts just to see these type of answers.

Instead of listing traditional powers who've hit a bad patch, try defining "sleeping giant" the way Bear Bryant did in the 60s, when he used the phrase to describe the state of Florida. What would your choices be then? What presently little-regarded schools may make big strides in a decade or two?

I've listed mine, 3 state schools in FL. How about:

UAB?
GA State?
ULL?
Tech?

Who is the next Boise State?

To me a sleeping giant is a school from a major conference that has no tradition of competing for conference titles as well as national. One good season every 10 years does not count you have to maintain success. A school with good recruiting grounds but may lack money and facilities because of lack of success.

Too much competition in state.

GA State?

Maybe. I still think too much completion in state. You have Georgia, GT. And then Auburn and a lot of other schools are in too close of proximity.

ULL? Tech?

This is a definite possibility. Louisiana has lots of talent and LSU can't have room for it all.

Most players that lsu looks at that we don't have room to offer usually go to bigger programs than tech or ull. Nothing against either of those programs, but if we were competing with them for recruits we wouldn't be very successful in the sec.

Hawaii and the sad thing is, they are in danger of losing their football program. The state produces some really talented and damn good football players. The fan base is very band wagonish though but if they were to go all in on football and provide top notch facilities like Oregon's and the A&M's and such and build a nice little on-campus stadium, they could be a power now that we have a playoff. They can not keep their good players in state. If you ever took a tour of their athletic facilities you would understand. They had their chance to really become something and invest in the program when June Jones was the coach, it seems like they may have pissed that opportunity away.

Why the lulz?

GS is sitting on a potentially huge booster pool

instate talent

and I presume their entrance and academic requirements are much lower than GA Tech

Hawaii brought a ton of fans down here For the Sugar Bowl. I was really really surprised about their turn out for how far it is and their fans were really pretty top notch. I've heard how their fans were like Cali type fans. Flat bill/roid head/loud mouth type, but many were really knowledgable and respectful fans. I actually sat in one of the Hawaii sections. I really felt sorry for the way they got fricking arse raped raw by UGA. That was an arse raping not often seen in big bowl games. UGA fans were rubbing it in brutal and busting out the SEC chant.

They just started in 2010 and made the jump to FBS way too soon.

I'd guess one of the Arizona schools. The Pac-12 is on the rise. The West Coast has tons of talent. UCLA AND USC are stocked, as is Oregon. That being said, I think the Ducks are primed to slip down to a 3-loss team on a yearly basis. I think maybe an Arizona or ASU could step in...or...

Washington ...new coach...new stadium (kinda)...they have history, a big metro area, etc.

UTSA intrigues me. The South Texas recruiting is not yet dominated by the big Texas schools. With that said, and from living down here, I know the South Texas area doesn't produce the athletes that Houston or Dallas does...BUT...UTSA has strung together some winning seasons and has a coach who has been there and done that, regardless of what you think of him.

and lastly...somebody in the Northeast. Syracuse (albeit not entirely northwest), used to have some damn good teams. The NYC area has got to have enough talent for somebody, whether it's UConn, Rutgers, 'Cuse...hell, even UMass, but that would be in several years.

If we are talking about traditionally good program on hard times, gotta go with Miami. Michigan, Texas, Tennessee, and Ga Tech are in a little rut as of late but Miami is a powerhouse that has been gone a long time. Washington too. They dont have the fertile recruiting ground that Miami does but they have a great coach.

If we are talking a program that could bust onto the scene like Stanford in the last 5 years I gotta say Louisville makes a strong push now that they are in the ACC, and maybe Duke with Cutcliffe. AZ/ASU have potential. They've been good but they havent made the leap.

Dead- Cal. RIP Golden Bears. Recruits that want to play in NorCal are choosing Stanford. There are simply so many more attractive options in the Pac 12 than Cal. UCLA is taking a lot of talent that want to stay instate

It's not about going all in, they can't afford it and never will. Oregon(#1 sports apparel company in the world) and A&M(huge donor base) are two of the richest programs in the country.

They didn't have the money.

probably:

Texas A&M
North Carolina

maybe a USF given their location - but they would need an invite from the Big 12 to get going I think.

I think UCLA is too much a basketball school and their stadium atmosphere isn't going to reach what you might expect out of a more football mad culture

I would like to say that Zamoro is sleeping....

Not because he is tired, but instead...

Because his arguments are tired.

Nothing but a tired USC hack he is.

Zamoro can do me a favor and choke on Sark's cock.

Talk about a sleeping Giant...

Purdue and Colorado? You have family members go there or something?

I read the OP as big time programs that are asleep right now. The most obvious are ND and Miami.

Texas, USC and Florida are awaking from short naps (hopefully).

UCLA could be huge if the commitment from alumni and admin was there but they've never been a "giant."

Does Colorado even give a shite about FB anymore?

Purdue has had some good history, Hazel will have a lot of work to do though. They're a dumpster fire right now
