You're assuming they had a 50/50 chance in every series. They were hands down better in a few series they lost though. In 1998 they won 106 games and didn't make it to the World Series

You'd think the Braves would hope to have at least a semi-competitive team moving into the new stadium next year

The Padres were a buzz saw that year. The Braves just weren't as good as them.

They do. They're still in shed salary/nurture young players mode. They will have a ton of money to spend next offseason and hope to have their good young players more developed after this season. Sure, they weren't expecting to be 0-9 at this point but things are basically still going according to plan.
