Basically:

1) He wants an astronomical sum of money
2) The Panthers don't want to deal with him anymore
3) Most teams have blown their wad in FA and his choices will be limited to mostly pretty bad teams
4) The Panthers feel they can plug anyone in at CB with their awesome Front 7

Because most of the time it's idiotic. You don't franchise tag average talents, and for premier talents it's not a bad deal at all for the team.

I know he's been mad about playing under the tag, maybe they thought he'd be a complete shite show this year out of anger?

And they likely realize they wont lose him to a Division foe.
