Rodgers hasn't risen to that Cam level yet. He hasn't had the accomplishments.

just name anyone who has had a similar accomplishment

Joe Namath
Peyton Manning
Andrew Luck (playoffs 2 seasons in a row after this season)
Fran Tarkenton
Johnny Unitas
Charlie Batch

ETA: I'd like to point out that in terms of gradually progressing your team through 3 seasons, Charlie Batch is the closest to Cam.

Because turning that team into Super Bowl champs is far, far less significant than getting a team above .500

Lets not consider the fact that Cam was recruited by the Natl champ Fla Gators, and Rodgers didnt even get a scholly.

Nor the fact that Cam couldnt beat out Tim Tebow while Rodgers wasnt talented enought to beat out that horrid, ineffective Bret Favre

I give you credit for trying, but none of them met the criteria. In Charlie Batch's rookie year, the Lions had a WORSE record than the year before.

No, it was his second year in the league.

I'm not sure how much the offense has improved

Production has actually regressed since Cam's rookie season, but Shula changed the offense from a downfield spread to a more traditional approach with a lot of short, safe routes and check downs. It's tough to fault the scheme change because it has made them more efficient and less prone to turnovers.
