NFLPA will file suit and get the suspension dropped entirely.

The league doesn't gave a leg to stand on here and no justification for denying him pay for any length of time in 2015. This is their attempt to save face and hope the players association will drop it.

Did he not say he was going to take more action if not reduced to 2?

Every legal person who has commented on this has said he will play week one if the NFLPA files suit.

Hardy's appeal was heard by independent arbitrator Harold Henderson. (Tom Brady's is being heard by Roger Goodell himself.) Original news of Hardy's ten-game suspension generally shocked folks in the football community after he spent all but one game on last year's Commissioner Exempt List. The ten-game suspension would've ultimately cost Hardy a whopping 25 games. Instead, he'll end up missing 19. The news is very good for the Cowboys, who badly need pass rush opposite rising second-year LE Demarcus Lawrence. Dating back to 2012, Hardy has 19 sacks over his last 20 appearances. Hardy will miss games against the Giants, Eagles, Falcons, and Saints before returning in Week 5 to face the Patriots.

The lady who chased him around his Apt and pressed charges didn't show up for court....I wish he was still on the Panthers.

has anyone suspended by Goodell actually been suspended for the amount of time he said they would be?

To be fair, that's how it normally goes with sports suspensions that are appealed

Independent arbitrators are hard to overturn on appeals, unless they can prove the judge wasn't an indepentant party

Also I think it was reported that Hardy was tired of fighting at this point and would take whatever he got

Yep but then this was released this week. Can't blame him, he had been waiting over a month to find out his fate.
