Why do you think this? That has never been Pacquiao's style, to be passive.
Pacquiao will go down swinging. He'll outwork Mayweather to win a decision or he'll get KTFO.

Floyd is only fighting Pacquiao because Showtime forced Al Haymon to make the fight. Haymon was not allowed to put a single fight on the network until May-Pac was official. Out of the first four fights on the contract, Showtime has lost their arse on three of them. They needed an immediate return on their investment.
