It's actually more of an observation. Or descriptive nickname. It doesn't imply negative themes. You have red skin, you're a redskin. Whiteman isn't a slur.
Also when someone says redskin every person under the sun thinks the football team and not Indians. So one could argue that the team being called that is actually a positive.

Yes it is blatantly a pejorative designation for Native Americans. Also the owner who gave them that name was a noted racist(look up "Ernie Davis Redskins") so we can't even pretend that the name meant something else.
