Door to door handing out resumes

Is it shunned upon for someone that is a while collar worker to go to different companies in the area and talk with either HR or engineers to hand out resumes?

That is how I made my last hire, we were looking and were in the process of interviewing, she was not aware of that and brought a resume and asked to speak to anyone that could help, i viewed that as ambition ...she has turned out to be one of my best hires

I get random folks emailing me a resume pretty often (Engineering). If the email is decent not too form-like, or copy/paste, I will take a look at the resume and respond to the person. If the resume looks good, I'll send it to HR as a good candidate.

Yeah, I'm probably going to hit up some smaller companies here in Lafayette and see if they need another engineer.

I think you are fine.
The answer is always "no" unless you ask.
It's not like sending it unsolicited is going to burn a bridge, if they don't accept those type of things they will forget you exist within a few days, so if they do eventually post a job formally, you aren't going to get hurt by it.
So the worst that can happen is you get a job.

Can you explain what you mean by that? I am also in engineering and would like to keep my resume clean in case I look for a new position down the road

Not at all, at least not in my experience. Just be ready to interview when you walk in the door. I've had a few people come in with resumes, and if I'm available, I interview them on the spot. It's surprising how many people are unprepared when they come to drop off a resume.

For a cover letter, your grammar is good, spelling is correct, punctuation is used correctly. You are direct, but informative, without showing off your (self perceived) advanced vocabulary. And it shouldn't look like you googled "cover letter template" and changed a few nouns/pronouns/technical terms to better fit the company you are applying.
ETA: oops, sorry, you meant resume.

I think this would work better with smaller companies, i.e. where you can talk to the owner and he/she makes a lot of the hiring decisions.
In a larger company, especially one with an HR department, there is no getting around their BS "go online and fill out an application" process. You can bring them your resume, and that's great, but the odds that it gets in the right hands are much lower.
You might get more bang by trying to network with people inside those companies.

Dear insert name,
I have learned a lot about your company, insert firm name, and think that I would be a good asset to insert firm name
blah blah blah...
You can tell when someone is a bit more genuine and when the email was written from scratch versus when it is just an email blast with some copy and paste work in there.

I am in the same field, but we aren't really hiring sub-surface folks right now. At least not folks with specialized skills for specific needs.
