I thought it was normal for schools to call a press conference and say who they are about to offer the job to, how much they're willing to pay etc. is that not right?

Right, which is why I was chuckling last night, about Les and Gruden. The term "offer" is never, ever used without the phrase "have agreed to terms in principle" tagging along. Agents talk, the public finds out well after and IF the deal gets done.
