how much power does a hard drive/ssd usually require?
i have two drives (SSD and HD) but they are getting full. Thinking of filling an empty bay with another.

Highest I've seen when they are going full tilt on SSDs is less than 5W. Probably more like 3 at full bore.
Likewise worst case in HDD would probably be below 10W.

He's looking at $4-5000 for the rig and ~$1200 on that gpu.
When you say "primarily" for 3d modeling, does that suggest he might be wanting to use to it for gaming? If so, quadro cards are out. Even still, find out what software he's using and the complexity of the models he's rendering. Some software doesn't even use the GPU for rendering, so any expensive video card would be a waste.
In terms of architecture, the Quadro M4000 is a gimped GTX 970. Nowadays it's extremely unclear what tangible advantages a pro card offers over a gaming card, other than vendor "support" because the cards are "certified" for certain Autodesk/Adobe products. Also, they are undervolted/underclocked compared to their GTX counterpart, which means they'll run cooler and quieter (for those sustained rendering tasks taking hours/days on end). But if that were really an issue, underclocking/undervolting a beefier GTX card would accomplish the same. Used to be that you wanted a Quadro for supposedly better OpenGL performance, but I don't think Autodesk or Adobe use anything but DX now. And I'm pretty sure GTX cards have the same OpenGL support in their drivers now.

I did nothing to the memory, added 50 and then 100. 50 was the only successful run and got me the highest score.

You should be able to get the memory to 1950Mhz. I don't remember how much + to add to reach that. +60 on core sounds high to me still, especially with power sliders and voltage sliders all the way to the right. When you increase power and voltage on its own, the core will boost to nearly 1500+MHz if I recall correctly (that's with the modded EVGA SC bios on it). So, you'd really only want to add about +35-45 or so. Past 1545-ish on core on both cards, stability was inconsistent. They'd get through a 3dmark run but wouldn't sustain an hour of certain games.
If memory is resisting an OC beyond +50, you might try OCing memory first, with the core slider at zero, then start adding core once you've found a stable memory OC. I'm pretty sure I found my best 3dmark score by prioritizing the memory overclock.

Watercooling is one of the best upgrades for PC gamers. You can push your hardware between gens if needed, it lasts for years and it is quiet as shtt. Can't stand the sound of GPU fans. I will never understand ppl wasting money on dumb CPU upgrades and higher clock memory but still on air. Especially for gamers. Invest in your rig with worth wild upgrades.
The only real downfall are GPU blocks. Buying 2 new GPU blocks every 1 to 1.5yrs gets old.
