Don't think you can make them. I randomly find them on blacksmiths but they are expensive. Most of mine come from my compulsion to loot every grain sack, sock drawer, and dusty box I can find.

Yeah I triggered that quest a while back in Novigrad, but I'm only level 15 so it's stayed on the backburner.

I did it on level 8 on the second hardest setting (though it was very tedious), so you should have no problem at level 15. You get some NPCs during the fighting parts and you can let them do most of the work for you while you go heavy on the defense.

Yea, I did it at level 14 on story and sword difficulty. I don't know how you did it at 8. That first part was hard enough at 14.

It took me a few hours. It didn't seem worth it since the reward is nothing special, but I didn't notice that the Hattori fella could craft those glyphs.

I don't know what you're talking about, that "thing that you may or may not get from completing it" could be pretty sweet or also pretty terrible. (Just for you Hawgfan)

Minor Spoilers for the Swords/Dumplings quest:
The quality of the sword that he gives you is supposedly based on the level that you're at. I had better swords already available. Also, I'm sure that I'm a ways away from getting to a level where I can actually use the badass weapons that he can make.

So apparently mutagens are bugged and have to be reapplied after every loaded game, and the cat/bear/griffin gear skills are broken as well (show up on character screen but don't affect damage). The dodge perk in the tree is pretty broken as well I've noticed. Guess it's time for another respec.

See this is why I don't trust reviews that give this game a 10/10. Even if the gameplay and story are worthy, the game has some pretty severe bugs. Sometimes I want to give it like a 9.5 and other times an 8/10.
