I didn't watch or follow it any. I only had interest in it if it had a 4K BR player so that's a big letdown but oh well. Keep the Xbone S and original PS4 for the foreseeable future and game 90% on PC.
I do think this extra power is nice for those wanting a top of the line 1080p experience. Games that use it will go from 1080p/30 on medium settings to 1080p/60 on high/ultra settings. It'll be a nice jump and worth it for new PS owners.
As far as upgrading from current one, guess that depends on any trade in deals and how much it would be. Be similar to a GPU upgrade, if it's $150 to upgrade from medium graphics level to high/ultra stable 60FPS, that's up to the buyer.

They still don't have one out, only Samsung has one available and it's $399 MSRP.

Sony really dropped the ball here with no UHD bluray drive. Not jumping into 4k myself yet, tv or pc wise. I like 3440x1440 at over 100fps at ultra settings more than gimping visuals to run at hopefully 60fps in 4k at gimped visuals on pc.

That's the thing though, does it really matter that much? I would have liked them to put the drive in but doubt I will use it anytime soon. Heck I have probably only watched 4 blue rays in my time. They clearly had a price point to meet, and I would take the extra power over the drive.
Really doubt Sony wanted to go down the road of losing big money on their system sells again after the PS3 launch. And it's not like the PS3 having the blue ray player helped them that much vs the 360?

Amazon has a 40" Samsung 4K for $450.

IMO yes. There will be visual and performance improvements.
But obviously it is up to each consumer if this is worth the money.
You won't be missing out on any games by not getting it.
