The kill is already yours unless the downed player gets picked back up.
Often in squads you want to down a player and let them stay alive for a bit in order to see where the other players in the squad are located. Yet you run the risk of a revive and then being killed by both or losing out on the kill.

I rarely finish someone off immediately in squads unless I can see they will be able to easily get out of my line of sight. I down them and look for their buddies first then finish them afterward.

I kill immediately unless I have to take cover or reload, nearly every time
I finish off kills at every opportunity as well. Very rarely will I ever bait a player with a downed teammate, I dont want them relaying more information to their team.

The way it used to be, I did this every time. Now I kill the downed guy to get the hit points or steal kills from other teams.
