Violet Hour is outstanding. Technically, it's a "speakeasy," though very well-known and one of the better cocktails you'll find in the Midwest. It's across the street from Big Star (awesome patio space) and its door is hidden on a giant mural. Dimly-lit inside with one true rule: don't be an a-hole and bring someone that could be construed as one.
I live in Chicago, though originally from Madison, Wisconsin. Hard to beat an Old Fashioned (whiskey or bourbon) from Wisconsin and I'm pretty picky with my choices. Best Old Fashioned I've found in the city is at Gilt Bar, which is down in River North.
For other upscale cocktail bars, I highly recommend Barrelhouse Flat in Lincoln Park. Extensive cocktail list.
For rooftop bars/lounges further into the City, head to London House, Rock Bottom, J. Parker, Cindy's, and Joy District. I can provide some recommendations further north or west, too.
Not sure how old you are, but you'll see a young professional crowd at the bars in Old Town lining Wells. As a recent graduate myself, this is where I typically find myself. There are quite a few "upscale" sports bars.
If you head west of the interstate, over into the Wicker Park area, there are an abundance of great bars on Division, west of Milwaukee.

I'm also a huge fan of what Pipeworks has been doing, though they do not have a taproom. I highly recommend Ninja vs. Unicorn and Lizard King.

A couple other food options:
Au Cheval makes a very good burger, though they do not take reservations and the wait can be extensive. I went with my girlfriend after work one night and the wait was six hours.
Federales recently opened in West Loop. Tacos are solid, but they make good margaritas and have a retractable roof.
Speaking of Mexican, I also recommend Big Star (referred to in a previous post) and Barcocina. A lot of these places make above-average tacos, but you're going there for the patio space and margaritas.

I was there in December. Awesome tap room. We happened to go at exactly the right time because they had a special release coffee porter that apparently they were almost sold out of. Wish I could remember the name of it, but it was delicious. And it was something like 10.5% but didn't taste like it was that strong at all.

Loved the taproom, first time visit was a month ago. Agreed on Pipeworks, although it is very convenient that you can buy their stuff at several places all over Chicago.

After Girl and the Goat, hop across the street and go to Lone Wolf. Just a simple, good bar that typically has Zombie Dust on tap.
If you head up into Lakeview, I highly recommend DryHop. Won't take reservations, but makes my favorite burger in the City and they brew some pretty good beer.

Any of yall ever eaten at Grace? The documentary on Netflix(for grace) about the chef was awesome. Always wondered how the food was.

I never actually went to the observation deck so I can't say. I liked sitting down and having a drink or three in the bar area. When it's not crowded, you can easily walk around the floor to see different views. Or you can grab a table at a window and look from one spot.
If all you care about is the view then I would imagine the observation deck is better. You also have Sears Tower as an option for great views.
