I'm going to be different and say no. To me a hot dog, like a hamburger, is just conceptually different. Meat and bread, sure. But to me a sandwich is meant to be dressed. A dog, I'm thinking chili, onion, maybe some mustard. I can't imagine a scenario where I'd put chili on a sandwich. Also I think with sandwiches you have an assortment of meats to choose from. Hot dogs are more limited. Finally, a dog is an outdoorsy thing, ideally. I'm not eating a club sandwich at a baseball game, just like I'm not eating a sandwich on July 4th. Or a hot dog at a deli.

In all fairness, I think it's one of those issues like a rectangle is not a square, but a square is a rectangle. Obviously a club sandwich is not a hot dog, but I can see the logic behind applying a strict definition and a hot dog being a sandwich. I think I'm just inclined to make unnecessarily specific distinctions. In my mind, a sandwich should eschew the "hinge cut" you see from a hot dog bun or even a po boy. To me a sandwich is meat that is literally SANDWICHED between slices of bread. But realistically, what an unnecessary complication
ETA: And yes, I get that I've basically suggested that a sub, po boy, hot dog, or whatever are types of sandwiches. I'm just suggesting that a more accurate descriptor might be, you know, hot dog, po boy, et al.

It can be. Unfortunately we had to use Wonder bread for hot dogs and hamburgers. I have come a long way since those days, although Bologna fried in in a cast iron skillet with bacon grease is still a guilty pleasure.

I am going with NO and, unlike the well thought out multi point arguments of the previous poster, I am basing this on one simple thing. When you see an old school diner or shop that advertises on the outside, they are advertised separately. "SANDWICHES, HAMBURGERS, HOT DOGS". This tells me they are different because the guy making and selling them for a living says so.
