I break the rule sometimes, but a hat in not acceptable indoors at any time.

Hardhats etc. excluded.

It's more from when hats were more functional than fashionable. Men wore hats in the city to protect their head in the dirty city. There would soot, ash, dust or even snow. You removed your hat so as that nastiness wouldn't fall into your food or table. And many years ago, hat and coat check were more common at all levels of dining, not just upscale as seen today.
