I believe there is a way to do it on the DMV site.

why turn it in?
Just keep it.
Not illegal in MS or LA, not sure about LA.

I went to counter at Independence Blvd and went to the information desk. I asked which line did I need to get it. She said none. She took my plate and gave me paperwork with proof of turning in my plate for my records. Took me less than 10 minutes.

Make sure you don't cancel insurance before you get that plate turned in...

You can cancel your plate online at the LA DMV website.
If you must go to the DMV, you don't have to wait in line. You can give it to the receptionist where you would normally get your "next in line" ticket.

You have to in Louisiana. If you don't, they'll assume you still own the vehicle and you'll get a letter in the mail a year later saying you owned a car with no proof of insurance & you owe a stiff fine. Happened to me last year when the state went on their revenue hunt LINK. The dealer who took my trade didn't turn it in. Ended up getting it all taken care of with no fine, but a major pain in the arse.

Hang it on one of those confederate statues and the government will take it along with the statue.

You don't have to sit if all you are doing is turning in a plate. Just get in the line in front of the desk where you walk in and they take care of that at the desk without having to wait. Just be sure you turn in the plate before you cancel insurance on that vehicle.

Once the title of the vehicle is transferred to the new owner it doesn't matter if the license plate is turned in. Now the problem or the worry is if the new owner doesn't register the vehicle in their name.

You don't have to turn it in if you fill out the vehicle transfer form online.

What do I do with the license plate on the transferred vehicle?
After successfully completing the "Notice of Vehicle Transfer" on our web site, regular automobile license plates should be destroyed by the seller. Truck and trailer plates may stay with the vehicle and be transferred to the new owner. Special prestige license plates may be kept by the seller.
If you prefer, you may surrender the plate to your local motor vehicle office or mail the plate to the following address:
Office of Motor Vehicles
P O Box 64886
Baton Rouge, LA 70896

Don't drop the vehicle from your insurance until after you've cancelled the plate. I'd recommend saving a copy of the online confirmation just in case the DMV does DMV things and fricks up somehow.

what if you have insurance, but changed the registration to a different state. I got Texas plates years ago and just found my old Louisiana plates in the garage. I always had insurance on the vehicle though.
Now I've sold both those vehicles. Even if they came after me, I can prove I always had insurance until the point that I no longer owned the vehicle. It may be a pain, but I'm not paying a fine....just won't move back to LA ever if it's an issue

That's the way it SHOULD work, but read that link I included. They were going after everyone who didn't turn in a plate, over 1m people, an idiotic move. They may have gotten their shite together since.
