Flimsy at best. Joffrey was the heir to the throne and part of the richest family in Westoros, I'm sure he had the oppurtunity to handle Valyrian steel a time or two prior. This isn't exactly damning evidence. And at the time we're getting this from Tyrion's POV and he's not terribly happy with his nephew. I took it as Tyrion trying to convince himself it was Joffrey.

Lannisters and Starks going at it sounds pretty chaotic, he's a big fan of prospering from chaos. Motive enough. He did get Jon Arryn killed for similar reasons. I'm not saying it was him but it's definitely not an open-shut case on Joffrey. I just want some damn closure on it.

But he'd have no reason to believe that the Lannisters would be seen as wanting Bran dead. If he suspected that Bran saw something he wasn't supposed to, letting him live was the best bet to screw the Lannisters.
I always thought it was bad writing to have Bran's memory wiped after he wakes up.

It was 100% Joffrey, Tyrion while Hand of the King figures it out and confronts Cersi. Joffrey did it to impress King Robert.
