No one in the city, state, or nation does tapas well.
If you are looking for Spanish food, Lola's (near Fairgrounds) and Barcelona Tapas (Riverbend) are decent. Borgne has some Spanish elements.
If you are looking for tapas style dining (drinks, various rounds of food, lots of conversation): Galatoire's or Cochon.

Vega Tapas Cafe in old Metairie is pretty good.
Tons of restaurants seem like they are offering more small plates these days.

Small plates = half the food cost at double the normal price.
We all know you cant get po boys or gumbo in a place outside of Louisiana. Why people seek out tapas (which is as much about where you are as what you eating) in America is strange to me.
