W and Obama are a tough call. Obama in a vacuum is clearly worse, but his election was W's fault. I do think W's heart was in the right place, so I'll give the nod to Obama.

Probably Carter but Obama deserves honorable mention because he is directly responsible for fanning the flames of racial divide.

U.S. Grant: hired a gang of thieves and died penniless
Woodrow Wilson: “kept us out of the war”, until he was re-elected. I guess he was “more flexible”
Franklin Delano Roosevelt: New Deal created America’s 1st lost economic decade until WWII fixed it
LBJ: only American President to lose 2 wars, Vietnam and War on Poverty
Dick Nixon: ‘nuff said.
Jimmy Carter: never ‘nuff said
George HW Bush: we read his lips
Bill “#metoo” Clinton, should have been 1st successfully impeached POTUS
W: allowed Congressional Black Caucus to create housing bubble with their Freddie-Fannie kick backs
Barack H. Obama: used W’s economic mess to create America’s 2nd lost decade until Trump fixed it
