When did they remove the stars and Bars from the 7 flags over BR

How it used to look
I was at the centroplex earlier and I realized they replaced the Stars and Bars with the ugly Baton Rouge flag. When did this happen?

The flag was removed about 3 weeks ago at the behest of Mayor Broome.
