If they would have just left the scene then that would have been the end of it.
Something prompted them to bring up the scratch and demand some form of payment or solution for the "damage". Her actions are not suitable behavior, but they were egging her on by getting the cops involved.
I'm not blaming the family for calling the cops, because I do understand your point about crazy people. But both parties failed to deescalate a relatively simple situation.

Why would you even feel the need to exchange insurance? It was a tiny, minuscule scratch inflicted accidentally by a child. It didn't compromise the structural integrity of the car, nor was it much of an observable cosmetic issue.

She put her hands on their vehicle. She put her hands on the gentleman (knocking his phone out of his hands). She almost thrust herself into the other vehicle where the female is sitting and their child. The video does not show the other couple doing anything that I wouldn't have done.
