Under most circumstances, I would agree that 9 over the limit is nit-picky...
But there's a big difference between going 79 in a 70 and going 39 in a 30.

I've gotten a ticket for that. It was because a sign was concealed that told drivers to drop down from 40 to 30. I was going exactly 40. Cop even admitted to the sign not being well-marked.

I got a ticket for going 8 over at the bottom of a rather steep hill. Cops hid down there and busted people. You would either have to ride your brake all the way or enter the hill 10 mph below to stay within the speed limit. It was a gold mine for cops.
Cost me less than $100 though.
Got busted in a speed trap in La where the speed limit went from 55-40 (with signs) within a quarter mile, and the sign was around a curve. This was 22 years ago, I was going 50 when I went around the curve and it cost me over $100. I was pissed. It was a legit speed trap. I wish I had thought of the penny thing at the time.

the worst IMO is the Causeway. 65 mph hour, then a shign for 35mph with a cop always right there. You can't just gradually slow down, you have to hit the brakes pretty good towards the end.

Cop pulled me over on the interstate and said I was going 85 in a 70. Nope. I was going 75 in a 70. Still wrote it up for 85. Went to court and said as much. They reduced it to 75 in a 70. The ticket still ended up being about 220 anyways.
