The ATC does not try to trick the cashier. Half the time they are around 12-15 years of age and look as if they are 12-15. Plus they send an agent in the store to witness the transaction.

If it is illegal to attempt to purchase it is a crime. Entrapment comes to mind as far as the cops go. The underage kid I saw was about 6 ft 3 or so and looked older than he was.

I know a girl who worked for atc in college, and she did not look 12-15.
