Apparently this has been around since at least 2011 but I saw it myself recently for the first time and also saw some discussion on the facebook.
Seems like there are quite a few mother's who deserve the extra praise.

You're overlooking the fact that this is part of the "Mahogany" selection (i.e. cards specifically geared towards black people)
Basically, Hallmark is recognizing the cultural problem that it's not uncommon for black fathers to be completely absent from their children's lives, and trying to at least make a few bucks on an occasion where evidently revenues are pretty slim from one particular demographic.
