Considering the hundreds of millions who became infected in the US alone, I'm surprised there weren't more.
There is only a few spots in the game where you deal with a horde of zombies and it's usually run for your life to the next checkpoint
Boston, bill's town and the wilderness as Ellie. Oh and when you get to use the mounted sniper rifle in the Pittsburgh suburbs.
Can't think of any others. I guess the hotel basement after you start the generator could be a horde
I think the enemies are well spread out. A huge chunk of the game is rummaging alone through an old house or area.

I know some fans of stealth games like being able to "ghost" the entire game or at least have the option. There are several encounters in TLOU where that's either impossible for plot reasons or very difficult, especially on a first play through.
Like you mention, the generator comes to mind, where you have to make a lot of noise and runners spawn into the area, along with a bloater. On top of that, I always find the part in the sewers with Sam nearly impossible to do without at least alerting a few infected. And the book store is another one that can be tricky because enemies can sometimes see you from the second floor, though that one has so many hiding spots that it's pretty easy to lose any enemies on your tail if you are spotted.
Like Gardoki said, though, it just might not click with some people, and I get that. It took me some getting used to but then I loved it once I got a better feel for how combat flowed (and how useful bricks are).

For whatever reason I always thought the enemy AI was buggy in that area. I had odd things happen to me all 3 play throughs.

I was a brick guy until I threw a bottle in someone's face (they scream and talk and you can see the shards in their face) run up and knock them the frick out

It's full of stalkers. They can see and they have heightened senses
It's not hard to get a few but the room has like 15 including a couple of clickers
I finally said frick it, and shot up the room
If you don't want to scavenge, you can just bypass them all. Only strangle a couple

There aren't really any good hiding places and they pick up on you so easily.
I expended all my arrows going through Pittsburgh, but if you kill a couple with head shots, it shouldn't be too difficult to clear the room. It's the one far to the left and immediately to the right that cause problems because they cover the most distance

Maybe it is buggy but only in that the stalkers in that room are hyper sensitive

I usually run up and kill enemies as soon as I throw a brick or bottle at them, so I never knew hunters did that with bottles. I'll have to watch for that the next time I play through it.

It's also handy if you're looking for a human shield. No fighting necessary, just leave your spot and run and grab your shield

It's never caused an enemy to be alerted to me but it totally kills the immersion. This same behavior happens in both the PS3 and PS4 versions, sadly. I went specifically in there in the remastered version to see if they fixed it.

To save shivs I use molotov cocktails
They only hear, so they run right to the fire with no sense of preservation
I can kill 5 at a time with those bad boys
Also will clear out that subway station pretty quickly

Yeah, 13 killed the franchise for me.

X is linear but there's a lot there and the calm lands is awesome. There is some huge area in 13 but it's for nothing

Now I just start blasting enemies immediately after I walk past the gate and it works pretty well for clearing most of them out.

You can get overwhelmed because the 2 clickers come at the same time and on hard they're a bitch to bring down with bullets

I want to replay that room with a bow and arrow and I bet I could stealth kill almost everything in that room
On another note, use a Molotov on a bloater and they're not such an ammo waste after that. You can see the plates burn of and you just hit them 2 or 3 times with a shotgun in the chest...down
