No, this is a relatively recent phenomena which started in earnest after the Mona Lisa was stolen in 1911.
A painting is worth what someone is willing to pay. Usually there is a good reason for the price, based on the artist's life, i.e. from a specific period in of their work. This painting in particular is inflated by Arab oil barons, who've inflated the market. There are numerous other factors at play as well. The art world is pretty much free market forces at play.
