I actually thought they did a great job of explaining why Toby would Leak it. Normally you would be absolutely right about Toby leaking something but when you consider that he always had a moral arrogance about him combined with his brother being an astronaut I can totally see how he would Leak it
And he was smart enough to do it in a way where he probably would've never been caught had he not confessed to save CJ

You’ve said in an interview that Toby would never have betrayed the President "in 10 million years" as he did at the end of The West Wing.
I think he would more likely have become a mass-murdering terrorist than to do what they had him do. I think somebody had what they thought was a really good idea and didn’t ask me. Aaron would have asked me. Aaron Sorkin would’ve talked it over to see how it bounced off of the character I was creating with him, but these people didn’t consider that important. I don’t blame them at all; I’m not angry at them.

I suppose I could see that, it did at least help set up the situation between him and Josh with Toby psuedo helping him on the campaign and they did have Bartlett forgive him at the end

To be fair, Richard Schiff did want a diminished role in the show, but there were better things they could have done other than what they did. It was completely against the character. How many times during the series did Toby bitch and complain to CJ about leaks and then he is going to leak classified information, please.
