if there is a will there is a way. People weren't easily making gin. They were buying it from Gangstas. Plus if you wanted Whiskey or Rum you had to get it from a gangsta.
Yes it is harder to grow tobacco, but it's much harder to process cocaine or heroin and both are very available.

For certain, if a person is a smoker they will:
Smoke while in front of a posted no smoking area outside of a building entrance/exit and make me walk thru their cloud of stink.
At a stop light, when my windows are down, pull up next to me with their cig held outside of their car window so the breeze can bring it right to me.
Reach for and light a cig while hacking/coughing up lung material then expect me to stand there and talk to them.
Get an attitude if anyone asks them to not smoke close to the non smoker.
