Why does New Orleans have those shitty reflective traffic lights?

I try to avoid New Orleans, but I had to go into it last week and cross the Huey P Long. As I'm driving, I noticed half of the damn traffic lights seem to be almost reflective and you can't tell what color they're on until you're damn near underneath it. Why the hell can New Orleans just put up a standard light?

Those things are terrible and I haven't heard a reasonable justification for them yet. They're impossible to see in certain conditions.

They have those on College dr. Sometimes during the day it's hard to tell if they're on or not.

I think they're LED or sum shite.

Well the Huey P Long bridge is in Harahan, Jeferrson Parish.

Not sure what New Orleans has to do with your temper tantrum.
