okay i want to know the legality of launching a small, non-motorized aluminum john boat into a river at a roadside crossing for the purposes of floating down it, fishing, and not being a stuck up hippie who spends more on his fishing clothing than on his gear like (ETA:) my brother.

Flat boats are hard as hell to paddle. Get a small engine(go devil or outboard) that is easy to move around and can be carried. If you want to paddle, get a pirogue, but the trade off with that is fishability
Only thing I ask is next time you see a yacker, tip their boat over, point, and laugh.
