college football ruling on reviews

I consider myself somewhat knowing the rules but im watching ulm/ark st game and the just reversed a penalty. The penalty was qb crossing line before he passed...the reviewed and reversed it.

There are some penalties that are reviewed.

Illegal touching, forward pass, etc.

ETA: Yeah, some things can be reviewed. Whether a ball was tipped on a PI call and stuff is reviewable.

Is that penalty reviewable? Meanwhile they are reviewing another penalty

Concrete penalties are reviewable. Judgement penalties are not.

All scoring plays are reviewable. The announcers said that if the dude hadn't scored, they would not have been able to review it because Ark State was out of challenges.

Fouls and penalties are NEVER reviewable. Certain aspects of a pass play are reviewable; including whether the passer crossed the LOS. See Rule 12-3-2 for the details....

If the QB crosses the LOS before he releases a forward pass, it's an illegal pass. The key is his ENTIRE body, not just the ball, must be past the LOS.

A few years back in a USC game i saw a play called a no catch in the end zone, other team threw the challenge flag and the ref reviewed it, came out reversed it to a TD, then USC challenged that the receiver stepped out of bounds before he caught the ball and it was reversed again.

Eta: I think coaches can challenge 12 men on the field penalties also.

Dumbass; read the rule and learn context. A foul cannot trigger a review...ever.

The review is whether the ball was touched (12-3-2b); not for the foul itself.

See Misc Section for other options available to the replay official.

Edited to include the Misc Section for other situations not covered by specific types of plays

You seem to be drawing a distinction where this is not one.

Some penalties are reviewable...others are not.

Wait, how did Chicago just review that illegal forward pass penalty? I thought penalties can NEVER be reviewed.
