Ask the average server how much that usually matters.
You're probably right when dealing with a restaurant that is serving soft tacos.

How did he know exactly how many seconds it had been?

I think there should always be a tip no matter what the experience is like. I'll usually just give them a couple o pennies at least.

Two soft taco at the fourteen minute mark I'm questioning, at seventeen and a half minutes I'm concerned at nineteen minutes twelve seconds mean time I'm starting the motor of my vehicle and sucking up some good AC. I'd be scared they would split the check anyway.

If service was really really bad and youre not going to leave a tip then you should leave an obvious low amount, like a nickel, so that they understand that there is a problem, if you leave nothing then they just assume you're cheap
People have been saying this for years, but I disagree. Other than the OBVIOUS people that won't leave a tip, no tip to me would mean they thought I did a bad job. For the OP: I don't have a problem with the note. I saved all my receipts over time that customers wrote positive things on. "Great service, first time here", etc. I love those things. As a server, if I get bad service someone, I leave the appropriate tip for the service received and I write a note as to why it's so low. I feel that they deserve to know why. I don't understand the taking aphoto and posting it online though.

But any good waiter would be back in that kitchen barking for that order b/c his tip is going to be reflected on that right or wrong.
Agree. A good server gets nervous when their food starts to take too long and they alert the kitchen that it's been a while.

The op took this out of context. He doesn't know for sure if it took as long as the fb guy says it did

correct but if this guy is posting a picture of it on FB and exaggerating just to get away from tipping, then it makes him an even bigger dick

Posting on FB is just attention whoring, but that is pretty much the concept of Facebook at this point. I was with two friends once, and one of them was a girl from a wealthy family. After they dicked us around for a very long time to sit us, the waiter then continued the awful service. I imagine maybe seeing two guys and a girl in their mid 20s at a nice restaurant created an assumption we'd be terrible patrons. Well, the girl isn't exactly stable, so she decides to order 2 bottles of wine equaling $100. The waiter's reaction to this order pretty much sealed the deal that he had assumed we would be terrible (confused, shocked look). So the girl pays for the whole table's meals, leaves a $0 tip on a 300 or so dollar bill, with a note saying his assumption just cost him a lot of money. I laughed because I didn't have to pay that bill

Never refilled our drinks, checked on us, etc. I worked service industry for years and would never ignore a table like that and as a customer it's not my job to find my waiter when I want something.
Refills are huge for me. If you keep me Coke'd up then I am going to tip good. I also round up for lunch. Like I always figure on spending $20 for lunch, but usually my check is only $12-14 so the server gets a 50% tip sometimes, especially if its a place I am a regular at. My biggest tip was to my favorite bartenders at Fins, on Cristmas eve I tipped a few of them each $25, after only ordering one drink.

And an easy way to get fired. All the customer has to do is call the restaurant to talk to the manager and/or the credit card company to reject the charges.
