Good point.
The Collegiate Licensing Company oversees both Alabama and LSU so they'd go through the same channels. Maybe it's split? That doesn't seem right though.
Also, I wonder if the printer has to be licensed or just the painter? I'm pretty sure that for tshirts, just the printer has to be licensed and the graphic has to be approved.

I think that things like this, dealing with public universities, should be allowed. I understand he's making profit from it but it's still a public institution.
