in LA, as long as the unlicensed person is not in possession of a firearm he/she can join you in the stand correct?

yes. If the number of guns matches the number of licenses. you are clear.

yeah, I work for LDWF. as far as any law i have heard, you are fine. target practice is like shooting at the range, no license or anything, no game is being harvested.

I called the LDWF myself this past season with the same question and got the answer that it is OK for an unlicensed person to be in the blind so long as they do not have a gun.
So the info you have received by the other posters is spot on.

Yeah dude, you're good
I've done this many times and as long as you dont have more than the limit allows you for the license you possess youre good

I hunt in Ms and I was told that they couldn't be with you. Anyone know for sure?

I called LDWF enforcement about frogging. Only the person catching needs the license, regardless of how many are in the boat.
I know that's a little diffferent, but the reasoning should hold suit.

They routinely bust people without a hunting license leaving the shooting range at the honey island swamp because it's in a wildlife preserve. Make sure you know what land you are shooting on even if it's just target practice. I pretty sure you can go on the ranges website out at the honey island swamp and they tell you you must have a hunter license because of the range location.

That would make sense, but in other cases of shooting ranges say such as tallow creek, you dont need a license. What you said is just a good loop hole for them to make money.

there is a restriction on hunting licenses now that if you couldnt take the hunters safety course in time, you can buy a license with RESTRICTION on it and actually hunt as long as you are in the stand with an UNrestricted licensed hunter, its to get people into hunting before they actually go to the class

Actually they can have a firearm, as long as they have a license and the person they are with is a licensed hunter who has taken the class.
Here is the wording direct from the Regulations.
• EXCEPT a person who has not completed a hunter education course may be issued a license with the restriction that
they are accompanied by, and under the direct supervision of a person 18 years of age or older who has a valid hunting
license or proof of successful completion of a hunter education course.
