Lord of War's opening credit scene

Touch of Evil
This is hands down THE BEST tracking shot ever captured on film, and it is an absolute clinic in filmmaking. Not only is it the best opening scene in film history, it's one of the best scenes period. This has to be Welles' best work, and he has a lot of competition for that.
Side note: Janet Lee had a broken arm during filming, and Welles had her remove her cast to film all of this.

The opening scene to Citizen Kane is the Citizen Kane of movie openings.

All the really good ones have been listed so I will throw out a different one. The opening driving scene of Baby Driver is really good.

I always enjoyed the opening action sequences that have nothing to do with the plot in Lethal Weapon movies. Not going to win an Oscar or anything...

Certainly not the best, but perhaps underrated is Baby Driver

Guess I’ll be the one to remind everyone that storming Normandy beach was not the opening scene of SPR.
I am glad someone pointed this out, so while an amazing scene it doesn't belong on this list.
Ones below aren't the best but are some really good ones.
The Matrix
Up
Jaws
The Social Network

Halloween (the original one)

Goodfellas
This is the correct answer. Even better than The Godfather.

Always liked the opening scene to Silverado where he is penned up in the cabin and the sunlight shines through when the holes are shot in the walls.
