I think its a combination of both. If they can hire a homerun guy, he gets canned, if not he stays. No point in making another uninspired hire and doing it again in 3 years.

One of the reasosns they had to settle for Hoke was they didn't fire Rich Rod until after the Gator Bowl.

Why would they come out and say 'one more year'? Although it should be obvious that he's on a short leash, they are kinda setting him up for failure if they come out and say this. Why would any recruits sign under those conditions?

I highly doubt they'd outright say "one more year." It'd be along the lines of "he's our coach going forward" and then a bunch of empty talk about how he's refocusing and they're confident in him.

Here is what I've been told:

Hoke will not be retained. They may wait until after the football banquet to say anything formally.

If they look down South for a replacement, this time there would be an actual offer.

Les' age could either be viewed as a deterrent or strength.

He could be a nice short term bridge to stabilize the program, rights the ship for a few years, and then turns it over. He rides off into the sunset rebuilding his alma matter. But they may want a long term solution

with the pickings being slim if they want to fire Hoke it could be the best option

I told someone this yesterday. Miles goes to Michigan as the AD to remediate damage caused by Brandon. Miles then offers Harbaugh, who passes.

No chance miles goes as AD. Hacket will be there at least a year.

After cycling through 2 coaches in 7 years, does Michigan really want another short term solution?

I know everyone is obsessed with "home run" hires, but there are several good options in the lower tier BCS and non-P5 coaching ranks. Lloyd Carr was an assistant for Gary Moeller. Bo Schembechler was the head coach at Miami (OH). Tressel came from FCS. Dantonio had three lackluster years at Cincinnati. Guys like Saban and Urban Meyer are a rarity. Let's stop acting like the only way to hire a good coach is to pick one off from another good program.
