Even with the relaxation of the rules, coal isn't coming back. Coal just can't compete with Natural Gas in price. Coal is dead. Even with the relaxation in rules. Coal is an extremely dirty fuel source, that still needs to be cleaned for sulfur emissions. Then you have the problem of what to do...
