It should not be in the Constitution, just left up to the Legislature and the available tax revenue collected. The SEC spending could be high or low and have nothing to do with it. Nothing. We love LSU and want it funded, the economy nationwide does affect our budget and taxes collected....

I helped do 8 budgets for LSU during the 80's. We only fund about 10% of the LSU budget from the state.
