We made one out of 12 inch pipe and some angle iron. Take some 6x2 angle and weld it on the pipe. We welded a angle on each end with hole in it and made an axle for it with small wheels. Does pretty good behind four wheeler to knock grass down. Ill see if I can find a picture...

I just watched a video of it. Still no clue what it is but looks like a really expensive measuring device. I guess if you did some really technical and crazy cuts on a CNC machine then it'd be useful to get perfect measurements. Tape measure and pencil work wonders for me....
