It wasn't a possible 10 second runoff penalty. The section you are quoting is specific about those penalties. It is added to protect a losing team so a winning team can't just false start away the last minute. ...

If you ignore the entire rule book. That is in reference to penalties that are eligible for a run off. For example if a team is winning and they want to just get 3 false starts to run out the clock if there is 29 seconds left in game. This is there to protect the losing team from this. ...

That is in reference to clock tactics. It is if the offensive team is winning and wants to false start to end game. 10 sec runoff every time. Go read the full rule book. Watch the tv. Pay attention to when the clock starts on non dead ball penalties. They start on the whistle...

That is for specific dead ball penalties like a false start. Otherwise lsu would be getting an advantage because they had a penalty. Clock starts on whistle. ...
