The fairest way is to have a draft for each Parish during the summer. If you want to play football, you enter the draft. You must play for who you are drafted by or not play. That way all the teams can have equal chances at going to the dome. ...

That is far from an accurate analogy, imo. A closer analogy would be winning a PGA tournament the week of the British Open or a WGC event. You still won a PGA tournament, but it took the best players playing in another tournament for you to do it. ...
